My carpenter recons that you can use click flooring (laminate) instead of ply boarding to the first and 2nd floors of a HMO prop. Is this correct? If this is true it could save a bit in long run on carpets.

This is down to individual Env Health department interpretation, but certainly in Swansea this is allowed. What we find is that once you pull up the old carpets store them for a while then fit the boarding and re-fit the carpets then you might as well go for the click flooring. If you have decent carpets in the beginning this may of course influence your decision.
